ESPER (Ensemble pour la Securite et la Paix à l’Est de la Republique Democratique du Congo): Final evaluation

The final evaluation of the ESPER program confirms its positive impact on inclusive security governance and community stabilization in eastern DRC. By strengthening local institutions, building trust, and aligning with national priorities, ESPER shows strong potential for sustainable and scalable results despite ongoing challenges.

For nearly 30 years, eastern DRC has faced ongoing conflict, weak governance, and lack of funding. The ESPER project used a broad approach to improve local security, justice, and community involvement. This report was prepared at the end of the project and gives useful lessons and recommendations for the final phase. It highlights the need to support local committees, improve justice access, and build stronger coordination between government and partners. The Embassy and its partners will use the report to adjust the project, support policy discussions, and plan future actions for peace and stability in the region.
