Constituency Program of the Ministry of Finance of the Netherlands
The Ministry of Finance’s Constituency Programme provides technical assistance to constituency countries. These are countries that the Netherlands represents on the executive boards of the International Monetary Fund (IMF), the World Bank and the European Bank for Reconstruction and Development (EBRD). The programme is active in the following constituency countries: Armenia, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Moldova, Mongolia, Montenegro, North Macedonia, Romania and Ukraine.
Public finance reform in constituency countries
The Constituency Programme supports public finance reform in constituency countries. The programme is coordinated and implemented by the Ministry of Finance. Assistance consists of the transfer of knowledge by experts and specialists from various ministries and other public organisations in the Netherlands.
Cooperation with other administrative authorities in constituency countries
The programme focuses primarily on cooperation with the ministries of finance in the constituency countries. It also includes cooperation with the tax administrations, courts of audit, offices for statistics, central banks and other supervisory authorities. These parties actively request technical assistance in areas such as:
- advice regarding new policy and legislation,
- implementation of EU rules,
- related training courses and pilot programmes.
The Constituency Programme works closely with international partners to make this assistance possible. These include the Organisation for Economic Co-operation and Development (OECD) and the Center of Excellence in Finance (CEF) in Slovenia. The programme coordinates its activities with other organisations and donors that work in the constituency countries.
